RCEP at 100 Days: A New Pattern and Momentum for Regional Economic Cooperation

RCEP opens a new chapter in Asia-Pacific economic cooperation
On January 1, 2022, the Regional Comprehensive Economic Partnership (RCEP) officially came into effect for the first batch of member countries, marking the official launch of the world's largest free trade area. RCEP covers 15 Asia-Pacific countries, covering about 2.2 billion people and about one-third of the global economic aggregate. Its entry into force will have a profound and profound impact on the regional and even global economic patterns.
On the 100th day since the RCEP came into effect, Novaris Business Development Society conducted a systematic observation and analysis of the initial implementation effects of the agreement and found the following positive changes worthy of attention:
- The effects of tariff concessions are beginning to appear:Lower intraregional trade costs have begun to have a positive impact on trade flows. The import and export data of some industries show an increasing trend in the proportion of intra-regional trade.
- Facilitation of rules of origin:RCEP’s unified rules of origin and regional accumulation system provide new conveniences for companies to optimize their regional supply chain layout.
- Increased investment confidence:The investment protection and facilitation provisions under the RCEP framework have enhanced corporate confidence in cross-border investments in the region.
- The opening up of trade in services is steadily advancing:Member states’ market access commitments in finance, telecommunications, professional services and other fields are gradually being implemented.
How companies should seize the opportunities of RCEP
Although the release of RCEP dividends is a gradual process, companies should formulate response strategies as early as possible. The Institute recommends that companies start from the following aspects: First, conduct an in-depth study of the RCEP tariff concession schedule and rules of origin, and identify specific preferential measures related to their own business. Secondly, evaluate the space for regional supply chain optimization and consider using regional accumulation rules to rearrange the procurement and production network.
Third, focus on opening up opportunities for service trade in target markets, especially in areas such as business services, logistics, and e-commerce. Fourth, strengthen research and understanding of the markets of RCEP member countries and explore new market expansion opportunities. The Institute also reminds enterprises that the implementation of RCEP needs to be interconnected with domestic laws and regulations of various countries and existing free trade agreements. There may be certain complexities in actual operations. It is recommended to seek professional trade compliance consulting support when necessary.
